Jim Downs was the top college prospect from the state of Wyoming in 2007, and he will remain in his home state to play football for the University of Wyoming. He earned Casper Star-Tribune Super 25 honors in 2007, and was also an All-State selection by the Wyoming Coaches' Association as an offensive lineman as a senior after leading Glenrock High School to the 3A State Championship game. Glenrock finished with a record of 9-2 in 2007. As a junior, Downs was named Honorable Mention All-State and was a First Team All-Conference performer. He is a multi-sport star at Glenrock and is on pace to earn 11 letter awards. Aside from football, he has been a three-year starter in basketball and has also excelled in track and field. On the hardwood, he was an All-Conference selection both his junior and senior seasons. In track and field, he placed fifth in the discus throw in Wyoming State Track Meet his junior year, with a distance of 132'8". Downs' high school football coach was Ray Kumpula.

Born May 12, 1990, he is the eldest of four children of Sally and Brooke Downs. He was also recruited by Colorado State. He plans on majoring in health sciences at Wyoming.
